NAPOLEONVILLE — Assumption Parish sheriff's deputies arrested a Clinton man alleged to have received a "significant sum of money" to build a houseboat — a project never completed.

Lionel J. Spillman, Jr., 49, performed one day of work on the houseboat in November and never returned after receiving the money, Sheriff Leland Falcon said Wednesday in a news release.

The victim filed a complaint with Assumption Parish sheriff’s detectives in mid-February, Falcon said, and investigators later learned from the Louisiana State Licensing Board for Contractors that Spillman was not licensed to be a contractor.

Authorities in East Feliciana Parish picked up Spillman at his home, 6716 Upper CC Road, on Tuesday and then he was transferred to Assumption Parish, where he was booked on one count of residential contractor fraud.
