Phillips 66, Energy Transfer Partners LP and Sunoco Logistics Partners LP have formed a joint venture to build a pipeline that will deliver crude oil from terminals in Nederland, Texas, to Lake Charles.

The partners also plan to build a new pipeline that will connect to the St. James hub. The costs for the projects were not released.

Construction has already begun on the 30-inch, Nederland-to-Lake Charles segment. Commercial operations are set for the first quarter of 2016. The size of the pipeline to St. James will depend upon the demand for its capacity. The partners expect to put the St. James line into service sometime during the second half of 2017.
