Dan Paquin has joined Blue Cross and Blue Shield of Louisiana as senior vice president of government programs responsible for the growth, policy development, administration and operation of Blue Cross’ soon-to-be-launched Medicare Advantage plan.

Paquin was president of national health plans for Wellcare Health Plans and was responsible for the Medicaid, Medicare and exchange strategies for 16 states, with two million members and annual revenue of $7 billion.

Timothy Rodrigue has been named interactive marketing and communications manager at BancorpSouth Insurance Services.

Rodrigue was assistant director of alumni and external relations for the LSU E.J. Ourso College of Business.

Thomas G. Moran Jr. has been named director of business development at Bourgeois Bennett CPAs and Consultants.

Moran was chief financial officer at Adriatic Marine.

Wendy Hutchins has been named business development manager in the consulting division of Postlethwaite & Netterville APAC.

Hutchins was workforce solutions market manager at Apollo Education Group and previously director of sales at Sallie Mae Corp.

Nichole Vicknair has been named vice president of business services at Campus Federal Credit Union.

She was assistant vice president of business services.

Brandon Yan-Hamby has been named studio leader at architectural and interior design firm Tipton Associates, serving on regional dining and education projects.

He was project architect with Pickering Firm Inc. in Memphis, Tennessee, and had previously been an architectural designer for Tipton.


HV Nagendra has been named director of health care at Roy Anderson Corp.’s New Orleans office.

Nagendra was senior associate and project manager with Blitch Knevel Architects.


Peoples Health in Metairie has named Dr. Milton Hammerly as market medical director of the New Orleans Eastbank region and Lori Mipro as executive director of the Westbank region.

Hammerly was vice president of medical affairs at Catholic Health Initiatives. Mipro was vice president of physician practices at West Jefferson Medical Center.

Rickie L. Pares Jr. has been named director of rooms for the seven-story Omni Royal Orleans in the French Quarter.

Pares was director of rooms at the Omni Hotel at CNN Center in Atlanta.


The board of directors of First NBC Bank Holding Co. has increased the size of the board by one and appointed William D. “Bill” Aaron Jr. to the position.

Aaron is a founding shareholder and also serves as a director of First NBC Bank. He serves as the managing shareholder and chairman of the board of directors of the law firm of Aaron & Gianna PLC.

Beionca Owens has been named assistant store manager at Compass Furniture.

Owens was manager at Compass for Kids.

Blair Cox has been named business development manager at GCR Inc.

Cox previously led sales efforts at Beumer Corp. for baggage handling systems to the North American aviation market.


Mike Ogles, of Geocent LLC in New Orleans, has accepted a position with Auburn University’s Samuel Ginn College of Engineering as an industry and government liaison and consultant. Ogles led Geocent’s information technology and engineering services business unit.

He is a 1989 Auburn mechanical engineering graduate. Although he will be working for the College of Engineering in Auburn, Ogles will work in Huntsville, Alabama, reporting directly to Rodney Robertson, executive director of the Auburn University Huntsville Research Center. During a transition period, Ogles will continue to function as Geocent’s federal business unit leader.

  • Board of Tax Appeals: Judge Tony Graphia, of Baton Rouge, a retired East Baton Rouge Parish Family Court judge, and Kerry Hand, of Metairie, an attorney with the firm Coats, Rose, Yale, Ryman & Lee in New Orleans.
  • Statewide Independent Living Council: Kandy Baker, of Jackson, a program coordinator for the Louisiana Rehabilitation Services program of the Louisiana Workforce Commission, and Rosemary Morales, of Baton Rouge, a program manager for the Office for Citizens with Developmental Disabilities.
