Gasper Chifici has been named vice president in the Baton Rouge office of New Orleans-based Burk-Kleinpeter Inc.
Chifici was self-employed as president of G&D PM Consulting LLC.
Taylor Porter has named John M. Parker Jr. and L. Adam Thames as partners in the law firm.
Parker’s practice focuses in the areas of commercial, public utilities, insurance and personal injury litigation.
Thames practices primarily in civil and appellate litigation, including commercial, construction and tort litigation, as well as medical malpractice, personal injury and insurance defense.
The Newtron Group has named John Schempf as vice president, operations, and Mike Williams as vice president of core values. Newtron subsidiary NGI National Constructors named Chad Beard as president.
Schempf was president of NGI National Constructors, where Beard served as general manager and construction manager. Williams was vice president, human resources, for Stupp Corp.
Dr. Thomas N. Trahan has been named medical director of the Lane Wound Care and Hyperbaric Oxygen Therapy Center at 4917 W. Park Drive in Zachary.
He replaces Dr. Howard Martin, who recently retired.
Trahan was medical director of the department of emergency medicine at Lane Regional Medical Center.
Joseph F. Quinlan, chairman, president and chief executive officer of First National Bankers Bankshares Inc. in Baton Rouge, has been elected chairman of the Federal Home Loan Bank of Dallas.
First National Bankers Bankshares is the holding company for First National Bankers Bank, which Quinlan also chairs.
Quinlan has served on FHLB Dallas’ board since May 2008. Most recently he has been chairman of the board’s risk management committee.
The Federal Home Loan Bank of Dallas is one of 12 district banks in the Federal Home Loan Bank System created by Congress in 1932. FHLB Dallas had total assets of $37.5 billion as of Sept. 30. The member-owned cooperative supports housing and community development and serves roughly 900 members and associated institutions in Louisiana, Arkansas, Mississippi, New Mexico and Texas.

Matt Miller has been named a partner in the Baldwin Haspel Burke & Mayer LLC law firm.
His practice involves representation in the areas of taxation, mergers and acquisitions and estate planning.
Philip deV. Claverie Jr. has been elected as a partner in the New Orleans office of Phelps Dunbar LLP.
His areas of law practice are banking, finance, commercial transactions, real estate, leasing and probate.
Alan Novotny has been named president and chief executive officer of Eustis Mortgage Corp. He was executive vice president.
Robert Eustis, formerly CEO, will continue at Eustis Mortgage as chairman.
Tony Abadie, director of catering and events at the Hilton New Orleans Riverside, has been elected chairman of the Louisiana Restaurant Association’s board of directors.
