European cement makers Holcim Ltd. and Lafarge SA will sell plants, terminals and an Iowa quarry to win U.S. regulatory approval for a merger that will create the industry’s biggest producer.

According to Bloomberg News, the Federal Trade Commission says without those moves, the deal would substantially reduce competition, and harm consumers, in 12 markets.

Lafarge has 10 locations in Louisiana, including a number of locations in the Baton Rouge and New Orleans areas, according to the company website. Holcim has three Louisiana locations: Baton Rouge, New Orleans and Westlake.
