Architectural and engineering design and management firm CSRS Inc. has named Ron Crum to its economic development services team to help lead the its industrial site selection and analysis efforts and related economic development projects and services.

Crum was vice president at global engineering firm AECOM.

Red River Bank has named J. Tracy Rutledge as senior vice president and commercial group leader.

Rutledge was commercial team leader at IberiaBank.

Campus Federal Credit Union has named Jeremiah Mouton as branch manager at its Perkins Road location.

Mouton held several positions at Hancock Holding Co., including customer service manager and banking officer, as well as providing notary public services.

Crystal Blanchard has joined Benefit Advisory Group as a senior benefit consultant.

She was an account executive with Blue Cross and Blue Shield of Louisiana.

Richard Chauvin has joined Whitney Bank as a senior vice president and investments director for the wealth management group.

He was chief investment officer at Capital One Asset Management LLC.

Clarke J. Gernon Jr. and Jason Hargrave have been named as principals of Remson Haley Herpin Architects.

Gernon was an associate, directing staff project management. Hargrave was an associate and is design director.

Lane Regional Medical Center has named Dr. Victor Rodriguez as medical director of DPI Pain Management at 4727 West Park Drive, Suite B, on Lane’s campus in Zachary.

Rodriguez is board certified in anesthesiology by the American Board of Anesthesiology and in interventional pain management by the American Board of Pain Medicine. He specializes in post-operative pain control and advanced techniques in the management of neuropathic and cancer pain.

LHC Group has named Joshua L. Proffitt as executive vice president, chief financial officer and treasurer, effective April 30.

He was executive vice president of corporate development and general counsel.

NEW ORLEANS AREA

Lucy Chun, a commercial real estate agent with RE/MAX Commercial Brokers, was elected president of the New Orleans Chinese Association.

Other officers and board members are Vice President Hongbing Liu, a professor; Hsiaopo Cheng, a chemist; Hong Dai, a professor; Zheng Chen, a professor; Dan Li, an engineer; Ke Xiao, an information technology engineer; Allen Zhuang, a business owner; Taichen He, a business owner; David Lai, a business owner; Jing Hu, an IT senior system engineer; and Rongyi Zhou, a health care assistant.

David Elgarico has joined Touro Infirmary as chief operating officer. He was the COO for West Houston Medical Center in Houston and previously was executive director of ancillary services at the University of California, Irvine Medical Center in Orange County.

Dr. Augusto Ochoa, director of the LSU Health New Orleans Stanley S. Scott Cancer Center, is one of 28 scientific experts, cancer leaders and patient advocates who will help guide the scientific direction of Vice President Joe Biden’s National Cancer Moonshot Initiative.

Ochoa also holds the Al Copeland/Cancer Crusaders Chair in Neuroendocrine Cancer.

Lucid has named Ben Hogg as managing director, EMEA, in a continued step in the company’s international growth. He will be based in Lucid’s London office, which opened in December.

Lucid also named Andy Ellis as chief operating officer and Brett Schnittlich as president and chief technology officer.

Hogg was managing director of portfolio businesses at Research Now.

Ellis was president of Lucid’s Fulcrum and Federated Sample business units.

Schnittlich has served as chief technology officer and will now tackle global corporate development.

Lucid provides consumer data to industries, including market research, advertising technology and business consultancy. Lucid is based in New Orleans, with offices in London and New Delhi.
