A 23-year-old man was booked into the East Baton Rouge Parish Prison Monday in the rape of a child alleged to have occurred when the accused was a teenager.
Kartez Jamal McKneely, of the 100 block of Pine Bayou Circle in Monroe, was incarcerated in that city when a report of the rape surfaced last year, according to court documents.
A 2014 verified complaint written by East Baton Rouge Parish Sheriff’s Lt. Brian Hatch describes a 13-year-old girl saying during a counseling session she’d been raped by McKneely when she was six and he was 15 or 16. The counselor then reported the crime to authorities, the document says.
The alleged offense took place at the girl’s residence in the 16,000 block of South Harrell’s Ferry Road in East Baton Rouge Parish while she was trying to sleep and her mother and other relatives were out for an errand, the document says.
“The victim disclosed that afterward, the accused told her not (to) tell anyone,” the complaint says. Though the girl told her mother about the sexual assault, McKneely denied the allegations when confronted, and law enforcement was never contacted until the girl recounted the story during therapy years later, according to the document.
Bail has not been set for McKneely, according to jail records.
