Police: Bossier City man admits to lewd acts in his car at LSU; booked on two counts of obscenity _lowres

A 20-year-old man who allegedly masturbated in his vehicle while asking a woman for directions outside an LSU women’s dorm is now facing a pair of obscenity counts.

Phillip Michael Cooper, of 543 Canterbury Lane, Bossier City, called out to a woman as she walked to her car in the Miller Hall parking lot Saturday to ask for directions to an off-campus apartment complex, according to an LSU Police report.

The woman pulled up a map application on her phone and began to give Cooper verbal directions, the report says, but looked up to see him masturbating.

She immediately backed away from his car and called police, the report says.

University police met with the victim, who agreed to return to the parking lot to identify Cooper and point out his vehicle, the report says.

Police arrested Cooper, who confessed verbally and in writing to the allegations and to another similar incident on Thursday, the report says.

Cooper was booked into Parish Prison on two counts of obscenity and remained there Sunday night in lieu of $30,000 bail.
