A homeless Baton Rouge man was arrested after a woman walking her dog Monday afternoon saw him masturbating on a bench in the Antioch BREC park, the Sheriff’s Office says.

East Baton Rouge Sheriff’s deputies went to the park to investigate after the woman reported the incident. She told deputies she was walking her dog in the park around 2:15 p.m. and came across a man, later identified as Francis Peter, sitting on a bench. The woman said she walked up from behind him and when she came closer she saw Peter masturbating, the report says.

Peter attempted to hide his face with his shirt, she said, and quickly walked away into a nearby wooded area.

Later, deputies returned to the park after receiving reports that Peter had returned, the report says, and the woman was asked to confirm he was the man she saw earlier.

Peter provided a false name, Danny Louis, but later told deputies his real name and gave them his date of birth, the report says. Peter was booked in East Baton Rouge Parish Prison on a count of obscenity and resisting an officer.
