An elementary school teacher in the St. Tammany Parish school system was named the 2016 state Teacher of the Year on Saturday night.

Kelly Stomps, who teaches music and strings for students from kindergarten through third grade at Woodlake Elementary School in Mandeville, won the honor during the ninth annual Cecil J. Picard Educator Excellence Symposium and Celebration.

The gathering, which took place at a Baton Rouge hotel, is sponsored by the state Department of Education; Dream Teachers, a nonprofit group that promotes educational excellence; and the Louisiana Association of Principals.

Nominations were received from more than 60 school districts statewide. The winners were picked by a panel of educators and community leaders.

Stomps has been a music educator at Woodlake since 2002. She is a founding member of the Redstick Orff Chapter, a group that provides professional development for music teachers statewide.

Stomps will receive a one-year lease on a Mercedes-Benz, a cash award from Dream Teachers, free Community Coffee in the teachers lounge for one year and classroom instructional tools from SMART Technologies.

In the other top award, Carolyn Bosley, principal at Rosepine Elementary School in Rosepine, a town in Vernon Parish in western Louisiana, was named the 2016 state Principal of the Year.

Bosley became principal in 2013 with a goal of raising the school’s state-issued letter grade to an A, which happened the following school year.

It had been a C-rated school two years earlier.

Bosley is a former teacher who, after serving as an instructional coach, returned to college because she concluded she could have a bigger impact as a principal.
