The Louisiana state House agreed to a $29 billion spending plan for the coming year by a 63-40 vote. 

One representative was absent from voting.

The budget proposed in House Bill 1 would fully-fund TOPS scholarships, but it would not fund state agencies that oversee health and social services to the levels that leaders say is needed to fund the programs.
