CONSTITUTIONAL AMENDMENT

To prohibit the levy of new taxes or fees by state or local governments upon the sale or transfer of immovable property after Nov. 30, 2011. It would not repeal taxes or fees currently levied; New Orleans could continue to charge its transaction tax. The amendment would not affect taxes on property or general legal and real estate fees associated with transferring or selling property, such as attorney’s fees, clerk of court fees and other common closing costs.
