I read in The Advocate that state agency heads are being asked to hold back funds, in case a mid-year budget cut is necessary in 2016-2017.

This is very disappointing. However, there may be a way to solve the problem.

Now, the Legislature deals with fiscal matters only during odd-numbered years, and non-fiscal matters only during even-numbered years.

I propose a constitutional amendment. It would require that the session in even-numbered years also be fiscal-only, if there has been a mid-year budget cut during the current fiscal year or either of the two previous fiscal years.

One of the top priorities of state government is to plan for the revenues and expenditures in its budget. If this process is not working, we need to provide additional opportunities for the Legislature and the governor to work together to improve their forecasting.
