At around 9:30 am on Sunday, the Humane Society of Louisiana issued a city-wide animal abuse alert.
A driver on French Street, near General Diaz in the Lakeside area, saw that the vehicle in front of it pulling a dog tethered to the side of its door. What the witness saw was described as a large black bulldog with a white spots on its paws and a white patch on its chest.
The witness notified the NOPD but because of how late after the incident, the authorities were not able to apprehend the dog from the suspect.
A second witness contacted the Humane Society later and provided additional information, which was then relayed to the NOPD.
