MIAMI— The National Hurricane Center says that Tropical Storm Colin has formed in the Gulf of Mexico and is predicted to land in Florida.

Forecasters upgraded the storm from a tropical depression to a tropical storm just before 5 p.m. Sunday. That means Colin has sustained winds of at least 39 mph.

The storm is expected to take a northeast track away from Louisiana, dumping flooding rains on Florida’s Gulf coast when it hits on Monday before quickly passing through to the Atlantic.
