Update, 1:04 p.m.: The SWAT team is still inside the home negociating with gunman.

The Jefferson Parish Sheriff's Office called for a SWAT roll to a Harvey-area neighborhood late Sunday morning.

Officers were called to a home on the 1900 block of Victoria Avenue around 11:37 a.m., according to the sheriff's office.

Shots were fired inside the home and a woman is inside the home with the gunman, JPSO spokesman Col. John Fortunato said. Negotiations are still underway.

Shirley Smith, a 79-year-old neighbor, said she heard the shots come from behind her house, where her elderly neighbor and his wife live. Smith said she heard five or six shots fired at about 9 a.m.

"He and his wife, they live there," Smith said while standing on the corner of 7th Street and Manhattan Boulevard in the rain. "He don't usually bother anybody. He stays mostly to himself."

Smith described the man as "elderly," who had served in uniform before.

She described the neighborhood as "nice and quiet," but another neighbor, 58-year-old Kenneth Muse, said he heard the man fire his gun before.

"He done it before -- shoot his gun," Muse said.
