A St. Bernard Parish woman died Sunday night when a car hit her as she walked on St. Bernard Highway, Louisiana State Police said.

The accident happened about 8:20 p.m. near East St. Bernard Highway and Colonial Boulevard, said Trooper Melissa Matey, state State Police Troop B spokeswoman.

Candas Richard, 22, who wore dark clothing, was walking in the middle of the westbound lane on East St. Bernard Highway when a Nissan Maxima, driven by Anna Berthelotte, 38, hit Richard from behind.

Berthelotte pulled her car to the shoulder of the road and began to flag traffic around Richard, Matey said. However, a Mac dump truck, driven by Robert Starks, 63, of New Orleans, his Richard again.

Richard died on the scene, Matey said.

Investigators do not believe speed or impairment were factors in the accident but have taken blood samples from Berthelotte and Starts.

State law requires pedestrians to use sidewalks where they exist or walk along the left shoulder as far away from the road as possible when sidewalks are not available. Pedestrians should walk against the flow of traffic, wear light-colored clothing and stay out of travel lanes, Matey said.
