Mayor Mitch Landrieu said the city is close to a breakthrough in its decade-long negotiations with FEMA over funding to restore the storm-damaged Municipal Yacht Harbor.

The Municipal Yacht Harbor has been down without electricity or running water at the docks since Hurricane Katrina, but Landrieu is confident it will be rebuilt.

The harbor deal is just the latest in many ways New Orleans has been rebuilding since Hurricane Katrina 10 years ago.
