More than a half dozen inmates involved in assault on guard at Bridge City youth center, lawyer says _lowres

Investigators at the state’s Office of Juvenile Justice allege that one inmate at the Bridge City Center for Youth restrained a guard as another youth forcibly touched her and attempted to rip her pants off.

Christopher Conner, 18, of Marrero, and Romone Andrus, whose age and hometown were not given, were both booked on sexual battery counts after the May 28 incident inside a dormitory at the beleaguered facility.

Authorities said that as Andrus stood behind the guard and restrained her arms behind her back, Conner reached inside her shirt and touched her breast. Then, Conner grabbed the guard’s buttocks and vagina through her clothing and tried to pull her belt off, according to a booking report.

The guard was able to throw the youths off before her pants could be removed, according to the report.

Beth Touchet-Morgan, a spokeswoman for the Office of Juvenile Justice, said there were seven inmates and one other guard inside the dormitory at the time of the incident.

After the guard reported what had occurred, Touchet-Morgan said, an investigation began. Both of the alleged assailants remained at the Bridge City center until they were rebooked.

Conner was at the Jefferson Parish Correctional Center in Gretna on Monday. Andrus was rebooked at the Rivarde Detention Center in Jefferson Parish, and his location was unclear Monday.

Bridge City has had at least five different directors since early 2014, its most recent arriving just days before the sexual battery incident.

An Orleans Parish judge recently ordered two youths transferred to a different detention center, citing chaotic conditions inside the Bridge City dormitories.
