Just hours before he was killed, the victim of a fatal shooting in Algiers was riding his bike up and down Pinewood Court as he usually did.

Then, according to a neighbor, there were seven gunshots, and the man on the bike was dead.

New Orleans Police Department spokesman Juan Barnes Sr. said officers responded to a call of a man shot in the 100 block of Pinewood Court around 11:30 p.m. When they got to the street of run-down apartment buildings, they found him shot dead in the street.

The neighbor, who declined to give her name, said the man was a regular fixture in the neighborhood.

Police placed Homicide Detective Shawn Jenkins in charge of the investigation. As of early Tuesday morning, police said they were still looking for a motive or suspects.

The victim has not yet been identified by the coroner. Police said he was between 28 and 35 years old.

Jose Tamayo, who owns and manages several rental properties on the street, said he has been trying to get the city to take a harder line on code enforcement in the neighborhood for years. Trash and dilapidated cars were strewn up and down the street on Tuesday afternoon as schoolchildren walked home.

Tamayo recalled the murder in 2011 of Alba Valladares, a 72-year-old known as the “candy lady” who sold sweets to neighbors. She was found in her kitchen, with her throat slit, on the same block of Pinewood Court.

“This is like a war zone,” said Tamayo, who grew up in the neighborhood but now lives in Jefferson Parish. “I will never finish telling the stories.”
