Sex offender found masturbating in park

A Kenner man previously convicted of sexually assaulting children in Texas was arrested last week in Metairie after a jogger claimed she saw him masturbating in Lafreniere Park.

The jogger said she saw the man, identified as Matthew Clay, next to the park’s jogging trail about 7:25 p.m. Thursday, according to a Jefferson Parish jail log. Carroll, 27, was taken into custody and booked with obscenity and failure to register as a sex offender.

In 2001 he was sentenced to 66 months in prison in Texas after he was found guilty of having sexual contact with an 8-year-old girl, according to Texas Department of Public Safety records.

Once again in 2009, Carroll was convicted in Texas of a sex crime involving a minor. He was sentenced to four years behind bars for an incident involving a 15-year-old girl, according to Texas DPS records.

Carroll is considered a high-risk offender and is required to register as a sex offender every year for the rest of his life, according to DPS records.

He told Jefferson Parish deputies that he moved back to Kenner a week prior to his arrest and had not yet registered.

Carroll remained jailed Tuesday at the Jefferson Parish Correctional Center, according to jail records. His bail was set at $40,000.

St. Bernard Parish authorities seized nearly two pounds of marijuana, two loaded handguns, more than $1,600 in cash and 114 pills during two recent investigations. They also arrested five men and one woman.

The first arrests and gun seizures were made June 17 when a warrant was served at a home in the 2200 block of Legend Drive in Meraux, Sheriff James Pohlmann said.

Deputies said they found one gun and a bag of marijuana worth $2,000 in the garage, and another handgun, drug paraphernalia and $1,635 in cash in the bedroom of a resident, Orenthal Allen, 19.

Allen and a woman who lives in the home, Rolita Vigne, 37, were each booked with possession with intent to distribute marijuana, possession of drug paraphernalia and possession of a firearm while in possession of a controlled dangerous substance.
