The Hurricane Katrina Memorial Commission, invoking the multimillion-dollar monuments erected in the wake of the Oklahoma City bombing and 9/11 terror attacks, called on the Louisiana to solicit federal funding and invest “a considerable amount of money” in a proposed siteat the Port of Embarkation in the Bywater.
