19-year-old arrested in fatal shooting at Canal and South Rampart streets last week _lowres

A 19-year-old has been arrested in the shooting death of another 19-year-old near the intersection of Canal Street and South Rampart Street last week, police said.

The New Orleans Police Department arrested Daris England, 19, in the fatal shooting of Richard Dowell, 19, on Nov. 30. England turned himself in Tuesday afternoon and declined to provide detectives with a statement, NOPD said Wednesday.

Around 5:40 p.m. Nov. 30, an NOPD officer in the area heard shots fired and responded to the intersection. The officer found Dowell lying on the sidewalk suffering from a gunshot wound to the chest.

Dowell was transported to the hospital, where he later died.

England has been booked with second-degree murder.
