A Kenner man previously convicted of sexually assaulting children in Texas was arrested last week in Metairie after a jogger claimed she saw him masturbating in Lafreniere Park.
The jogger reported the activity about 7:25 p.m. Thursday after she said she said the man, identified as Matthew Carroll, pleasuring himself next to the park’s jogging trail, according to a Jefferson Parish jail log.
Carroll, 27, was taken into custody and booked with obscenity and failure to register as a sex offender.
In 2001 he was sentenced to 66 months in prison in Texas after he was found guilty of engaging in sexual contact with an 8-year-old girl, according to Texas Department of Public Safety records.
Once again in 2009 Carroll was convicted in Texas of a sex crime involving a minor.
He was sentenced to four years behind bars for an incident involving a 15-year-old girl, according to Texas DPS records.
Carroll is considered a high-risk offender and is required to register as a sex offender every year for the rest of his life, according to DPS records.
He told Jefferson Parish deputies that he moved back to Kenner a week prior to his arrest and had not yet registered as a sex offender.
Texas DPS records indicate he previously lived in White Settlement, Texas, a suburb to the west of Fort Worth.
Carroll remained jailed Tuesday at the Jefferson Parish Correctional Center, according to jail records.
His bail was set at $40,000.
