Jefferson Parish has tapped a former New Orleans Police Department Homicide Division commander to oversee its emergency management, fire and telecommunications departments.

James H. Keen has been hired as chief administrative assistant of operations for the parish, according to a news release.

Parish President John Young cited Keen’s experience in law enforcement, security and emergency management gained during his three decades in law enforcement. He said Keen also has trained more than 7,500 first responders as director of the UNO Center for Society, Law and Justice.

Keen has a degree in criminal justice from Almeda University in Boise, Idaho, participated in the Criminal Justice Program at Loyola University in New Orleans and is a certified federal emergency management instructor.

He was with the NOPD from 1976 to 2006.
