The St. Tammany Parish Sheriff’s Office has begun extradition proceedings for Jose David Raibstein, who was arrested July 18 as he tried to enter the U.S. from Honduras.
Raibstein had an outstanding aggravated rape warrant in St. Tammany Parish for an incident that occurred in May 2013, according to Capt. George Bonnett, a spokesman for St. Tammany Parish Sheriff Jack Strain.
The victim was a juvenile, and by the time investigators had obtained a warrant for Raibstein’s arrest in 2013, he had fled the country, Bonnett said.
He was arrested at George Bush Intercontinental Airport in Houston, where he was arriving from San Pedro Sula, Honduras, according to a statement from the U.S. Department of Homeland Security.
He was turned over to the Houston Police Department and is being held in Houston pending extradition to St. Tammany Parish, the statement said.
