A Tangipahoa Parish man is accused of raping a woman who confronted him as he publicly masturbated on a sidewalk at the edge of the French Quarter, according to court records.

James Young, 29, was arrested Monday.

He was linked to the crime, which took place April 16 at Esplanade Avenue and Chartres Street, with the help of an FBI-managed collection of DNA samples, according to a court filing obtained by The New Orleans Advocate on Tuesday. 

Late Monday, Criminal District Court Magistrate Brigid Collins set bail at $95,000 for Young, described in jail records as a resident of Independence.

He remained behind bars Tuesday on counts of second-degree rape and simple robbery.

New Orleans police said a woman was walking home from Buffa's Lounge at 2:30 a.m. when she spotted a man fondling himself.

"You know, everybody can see you doing that!" she yelled. The man then grabbed her and touched her between her legs, according to an affidavit. The woman ordered the man to stop, but he pinned her against a nearby car, police said.

The man then pushed her into the car before throwing her to the ground, removing her skirt and underwear, and forcing himself on her, police said. The woman told police she clawed at the man's face and screamed for him to stop, which he did after about 30 seconds.

The man then fled with the woman's purse, which contained her cellphone, $300, a work pay stub and her house keys, police said.

The woman went to University Medical Center and had a sexual assault examination performed. The Louisiana State Police Crime Lab later processed the exam kit.

DNA from the kit matched a profile of Young stored on the FBI database known as CODIS, police said.

Young's DNA was entered on that database after he pleaded guilty to four counts of armed robbery and a count of attempted armed robbery in Jefferson Parish in 2005, for which he received a 10-year prison sentence.

NOPD Detective Jessica Williams obtained a warrant June 6 to arrest Young.
