Former state Rep. and City Councilman Troy Carter easily beat longtime state Rep. Jeff Arnold to become the next state senator representing District 7 on the West Bank.
With all precincts reporting, Carter received 57 percent of the vote, compared to 43 percent for Arnold.
Carter said his time as a city councilman and state representative gave him the experience necessary to represent the district. But also highlighted the past decade, which he has spent out of office, saying that his time away from government would help him understand the needs of average residents.
Carter also pledged to improve economic development on the West Bank.
Senate District 7 covers a large portion of the West Bank of Orleans, Jefferson and Plaquemines parishes.
Carter, who garnered the support of a wide range of elected officials and political groups in New Orleans, led the four-way primary with 37 percent of the ballots cast. Arnold came in second with 33 percent. Both candidates are Democrats.
The seat was left vacant by Sen. David Heitmeier, who opted not to seek re-election this summer to focus on his health and business.
