East Baton Rouge deputies arrest woman after finding starving dogs near the ‘point of death’ _lowres

A 19-year-old woman arrested Thursday is accused of neglecting her four dogs to the point of starvation.

On Sunday, East Baton Rouge Parish Sheriff’s deputies investigators discovered the dogs at 9648 Hooper Road in Baton Rouge while trying to find a resident with active arrest warrants. The dogs were visible from outside the house and did not have water or food available, the arrest report says. No one answered during the initial visit.

When deputies returned Wednesday, the dogs were still in same back room, suffering from malnutrition, several near the “point of death,” the report says.

East Baton Rouge Animal Control retrieved the dogs the next morning and found the room covered in mold, urine and feces, investigators said.

Amber McManus, 9684 Hooper Road, surrendered Thursday evening and was booked into Parish Prison on felony counts of cruelty to animals.
