Bringing a quick conclusion to crime that stunned the New Orleans area, deputies late Wednesday arrested a man they allege kidnapped a 7-year-old girl from her Metairie apartment complex, fled with her in his car, then sexually assaulted her before dropping her off in another neighborhood 2 miles away.

Steven David Carter, 29, of Kenner was booked into the Jefferson Parish Correctional Center on counts of aggravated kidnapping of a child and a count of aggravated rape.

As Jefferson Parish Sheriff’s Office investigators began to search for the kidnapper, they learned he might live at a home on Iowa Street in Kenner, said spokesman Col. John Fortunato. Deputies who went to that house spoke to a family member who said Carter no longer lived there, but now lived at a home in the 1100 block of North Tonti Street in New Orleans.

It was there that deputies found a gold car they were searching for in connection with the kidnapping, Fortunato said. That car was towed to the sheriff’s office crime lab for processing. A short time later, deputies found Carter and arrested him. Fortunato did not say where officers found Carter.

The girl was kidnapped from her home in the 3400 block of Edenborn Avenue about 4:55 p.m. Wednesday. As detectives began to interview family and neighbors, deputies received a call at 5:56 p.m. from a resident in the 900 block of West William David Parkway, about two miles away.

A woman told 911 dispatchers that she found a girl in front of her home who said she’d been taken from her home on Edenborn Avenue, Fortunato said.

The girl was reunited with her mother a short time later and taken to a hospital to be examined, Fortunato said.
